Responsible for leading teams that deliver technology solutions, including leading a core group of software developers, as well as the technology PMO. Provide the leadership required to resource and execute the implementation of solutions to address current and future business needs across the enterprise. Internal business consultant in the support of evolving the company's IT capabilities and services. Highly visible role with the organization’s executives and direct interface with the business community. 
This role will have deep expertise around industry best practices in the various aspects of technology development, technology trends, project management, ERP systems and ability to implement solutions to enable key business strategies. Proven track record and ability to balance desired capabilities end-state within program/environment constraints and with a pragmatic lens. Pari-mutuel wagering within the horse racing industry experience an asset.


Strategy & Planning

•Plan and coordinate the processes required for the provisioning of data integration and management systems necessary for business operations.  This includes evaluating and managing applications and making recommendations regarding upgrades or changes.
•Manage and co-ordinate the daily activities of a team of database administrators, developers and data & integration specialists.
•Lead pre-testing phase of development by evaluating proposals from the team in order to identify potential problem areas, and make the appropriate recommendations. 
•Ensure that development and integration projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues.
•Ensure that individual Technology project/solution are resourced, and effectively staffed to meet or exceed expectations of scope, schedule and budget
•Innovate and iterate on program execution methodology to provide continuous improvement opportunities
•Lead & mentor a team of shared services and project delivery resources, and help to further evolve and mature the Technology Portfolio 
•Plan, execute, and manage the integration of new applications into existing systems and software throughout the enterprise.

Acquisition & Deployment

•Manage the development and deployment of new applications, systems software, and/or enhancements to existing applications throughout the enterprise as well as coordinate all activities related to the integration of software programs, databases and third-party solutions as required to meet the business requirements of the organization
•Research and make recommendations on software products and services in support of procurement and development efforts.
•Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings.
•Ensure that any new software integration into company systems meets functional requirements, system compliance, and interface specifications.
•Collaborate with analysts, designers, and system owners in the testing of new software programs and applications.

Operational Management

•Manage and provide direction for the team of database administrators, developers and data & integration specialists in support of business operations.
•Identify and resolve program errors.
•Provide technical leadership to project managers, data and integration specialists, DBAs and programmers working on development project teams.
•Design, develop, and install enhancements and upgrades to systems and application software.
•Liaise with network administrators, software engineers and application support teams to assist with quality assurance, program logic, and data processing.
•Cultivate, disseminate, and enforce functional policies, procedures, and quality assurance best practices.
•Provide code review to ensure development team adheres to department’s polices and standards
•Where necessary, prepare, establish, and monitor budgets.

Key Success Factors

•Four-year college diploma or university degree in computer systems design or computer science
•5+ years direct experience in software development and/or programming design and systems management.
•Proven experience in overseeing the direction, development, and implementation of software solutions.
•Direct, hands-on experience with automated software and system management tools.
•Strong knowledge of system and software quality assurance best practices and methodologies.
•Extensive experience with core software applications, including IIS, Windows Server, MS SQL Server, Visual Studio, TFS
•Technically fluent in programming languages such as C#, .NET Framework, Microsoft SQL, Transact-SQL, MVC, Entity Framework  
•Expert knowledge in database design and file management techniques
•Knowledge of open source data platform technology such as Hadoop and Hive
•Excellent understanding of the organization’s goals and objectives.
•Knowledge of applicable data privacy practices and laws.
